Manchester City have informed Tottenham that they will not be selling their top transfer target Savinho this summer, the PA news agency understands.
Spurs had been reported to be ready to submit an improved offer of £60.6million for the Brazilian forward.
But City have knocked back previous bids and have now told their Premier League rivals he will not be leaving the Etihad Stadium for any price.
The news is another big setback for Tottenham in their efforts to strengthen Thomas Frank’s squad having missed out on two previous high-profile players in the current transfer window.
Morgan Gibbs-White was set for a medical last month after the Londoners looked to trigger a release clause before Nottingham Forest blocked the deal.
Tottenham, looking to replace Son Heung-min and the injured James Maddison, then missed out on Crystal Palace midfielder Eberechi Eze, who opted to join boyhood club Arsenal in a £67.5m deal having been expected to complete a deal with their north London rivals.
City boss Pep Guardiola insisted last week that he wanted to keep Savinho at the club for “many years” amid the speculation linking him with Spurs.
Savinho made 48 appearances for City in his debut campaign after joining last summer, scoring three goals and adding 13 assists.
